The European Construction Products Regulations 2011
On the 1st July 2013, the European Construction Products Regulations 2011 (CPR) will become
mandatory for Cork Plastics to apply CE marking to any of their products, which are covered by a
manufacturing harmonised European Standard (hEN) or European Technical Assessments (ETA).
The CPR harmonises the methods of assessment and test, the means of declaration of product
performance and the system of conformity assessment of construction products, but NOT national
building standards. The choice of the required values for the particular intended use is left to the
regulators and public/private sector procurers at national level. However, such required values must
be expressed in a consistent manner (technical language) as used in the harmonised technical
specification.
CE marking enables Cork Plastics products to be placed legally on the market in any Member State.
However, this does not necessarily mean that the product will be suitable for all end users in Member
States.

CE marking indicates that a product is consistent with its Declaration of Performance (DoP), as made
by Cork Plastics or its suppliers. The declaration will vary according to the particular harmonised
technical specification covering the product. In general there are three ways in which information can
be presented for each relevant characteristic:
• Confirmation of achievement of its minimum performance or threshold. This could be by
classifying a Pass/Fail criterion or simply by being eligible to be in the standard.
• The actual performance (a declared value).
• A particular class of performance reached.
By making a DoP, Cork Plastics and its suppliers are assuming legal responsibility for the conformity
of the construction product with its declared performance.
Not all products must bear the CE marking. Only product categories mentioned in specific EU
directives can be CE marked at present. As at the 1st July 2013, the only product that will be
manufactured and sold by Cork Plastics that comes under these regulations is PVC-UE Cladding
which is manufactured according to EN 13245-2:2008 and CE marked by Cork Plastics as per Annex
ZA of this standard.

As other hENs relating to Cork Plastics products are amended or revised to reflect any updated
mandate issued under the CPR, Cork Plastics shall ensure that relevant testing, either third party or in
house, and manufacturing controls as defined in the documents are implemented and the product/s
are CE marked to the level of attestation required.
